The holiday celebrates the birth anniversary of Babu Jagjivan Ram who was born on 5 April 1908. He was a notable Indian activist and politician who fought for the rights of the oppressed classes such as the scheduled castes.

He was born in Bihar into a caste that was considered as the ''untouchables''. After completing his graduation in science, his social activism brought him to the notice of Netaji Subhash Chandra Bose. He then became a parliamentarian from 1936 and served until 1986. This was a record of 50 uninterrupted years of parliamentary service.

In 1935, he was instrumental in establishing the All-India Depressed Classes League which was committed to gaining equality for the community considered as untouchables.

He was a member of Jawaharlal Nehru's interim government's First Cabinet. He served as a member of the Constituent Assembly of India and was also the youngest Minister. He was the Minister of Defense from 1970 to 1974 and later served as the Deputy Prime Minister from 1977 to 1979.
