RERA West Bengal
When the Central Government implemented the Real Estate Development and Regulatory Act 2016 and urged all the states to adhere to the new set of rules, the government of West Bengal followed a different path altogether. Instead of RERA, the state implemented something called West Bengal Housing Industry Regulation Act (WBHIRA).
WBHIRA, as launched by the West Bengal government is somewhat foggy compared to RERA, especially when it comes to a couple of important factors. The first is unforeseen circumstances that refrain a builder from adhering to his/her contract. As per RERA, these circumstances could be war, drought, fire, flood, cyclone, or any other natural calamity.
In HIRA, these clauses along with an additional clause that says "…or any other circumstances as may be prescribed" has been added by the West Bengal Government.
Another difference is the definition of garages. As per RERA, any garage should have a roof and three sides, while in HIRA, this clause has been removed completely. Instead, garage has been defined as any parking spot designated by the government authority.

How to Register for Real Estate Projects
Step 1: Go to West Bengal Housing Industry Regulatory Authority website
Step 2: Click on the "Online Registration Tab".
Step 3: You will be given three options to choose from "Online registration for Real Estate Project/Real Estate Agent/Complaint". Click on the first option.
Step 4: You will be redirected to a page where you need to key in the user ID and password, and then hit the "Continue" button to register.
Step 5: If you don't have a user ID, you need to sign up for an account
