Mental Health Programme in Karnataka
The Mental Health Programme in Karnataka aims to train medical practitioners and health workers to enable them to treat and identify individuals with mental illnesses. The state government has established mental health centres across Karnataka.
According to an estimate, around 6-7% of the global population is affected by mental disorders. Also, as per a report by the World Health Organisation (WHO), 1 out of 4 families have at least 1 member suffering from a mental or behavioral disorder and more than 90% of the cases remain untreated.
The gap in the treatment of mental disorders is due to the lack of awareness, myths and stigma associated with mental illness, and the poor knowledge about the availability of treatment options. To bridge this gap, the government of India, in 1982 introduced the National Mental Health Programme (NMHP) with the below given objectives:
- Stimulate the application of knowledge related to mental health, in social development and general healthcare.
- Make minimum mental healthcare facilities available and accessible to the underprivileged sections of the society.
- Promote the participation of the community in the development of mental health service and boost self-help efforts in the community.
In 1996, the District Mental Health Programme (DMHP) was rolled out under the NMHP as part of the 12th five-year plan wich has the following components:
- Early diagnosis and treatment
- Training general physicians for detection and treatment of common mental disorders
- Generation of public awareness
- Record keeping

In 2002, the state government of Karnataka established mental health centres in the districts of Koppal, Davanagere, Haveri, Gadag, Bagalkot, Chamarajnagar, and Udupi. The scheme was further implemented in the district hospitals of Gulbarga, Karwar, and Shimoga. As part of the Mental Health Programme, the state government announced the setting up of 'Manasadhara/Day Care Center during the 2013-14 budget in 13 districts - Raichur, Belgaum, Chitradurga, Mysore, Gadag, Mangalore, Chikkaballapura, Bijapur, Chikmagalur, Bellary, Davangere, Chamarajanagar, and Gulbarga.
The Mental Health Programme in Karnataka has the below components:
- Training of medical practitioners for treating mentally ill patients.
- Training of health workers to identify mentally ill patients at an early stage and refer them for treatment.
A 'Mental Health Awareness Campaign' is being planned and will be conducted across all districts of Karnataka as per a directive issued by the High Court of Karnataka. The state has also constituted a Karnataka State Mental Health Authority through which 'Monochinthana' awareness programmes are broadcast every Friday between 4:30 p.m to 5:00 p.m on FM Vividabharathi, Akashvani Bangalore.
Ambulance services are available at the helpline numbers 108 and 104 for servicing the mentally ill patients. Also, under the Rashtriya Kishor Swasthya Karyakram, the mental health of adolescents will be enhanced as part of an activity of the National Health Mission.
